			<content:encoded><![CDATA[<p>Illinois Governor Rod Blagojevich has intentionally created a racial divide within his own party by appointing Roland Burris to fill the Senate seat vacated by Barack Obama. Members of the Congressional Black Caucus who had earlier stated that Blagojevich should not be allowed to appoint a replacement are now saying that Burris cannot be denied the seat because he would be the only black member of the Senate. Roland Burris is no more entitled to a Senate appointment on the basis of his race than Caroline Kennedy is on the basis of her family name.</p>
