I'll give you that both guys leave something to be desired as Chief Execs, but the worst you can say about Carter is that he was in over his head - there's scant evidence that he ever used his office to line his pockets or benefit his associates. Bush on the other hand, was inept AND corrupt. There's no Carter equivalents to Halliburton, Abu-Garaib, Guantanamo Bay, the torture of "enemy combatants" the Attorney General scandals, etc. Plus, I doubt Bush will have anything like the Camp David Accords to crow about 20 years from now.
